how can a player whit 42 hours have 21 level

because i have 233 hours and level 15 and i need 240 hours to have level 16 .... who can explain me???

there was once a bug so he doesn't need hours, he probably abused it.

There was a little bug at the time when this new scoring system was released so it looks like this player used it before it was fixed.
