That processor is very old and weak, that graphics card won't handle any games 2008+ very well, and 2GB's of RAM is the bare minimum for gaming nowadays. When asking about PC builds you should always include how much money you are able to spend, otherwise it makes it hard to suggest anything to you. You should also include the specs of your Power Supply so we can know what components it can handle.

i have a fairly weak gfx card, and 400W wasnt enough for it. So i got a 500W one and its barely enough according to my cousin. So you might want to get a new one, but gfx cards are different, my cousin also said that the card i bought (8800GTS 320mb) to power is like a Hummer to petrol. Which means it wants a lot, a huge lot. For RAM u should get at least 4GB, maybe buy 2x2GB.

Well... the ATi Radeon HD4650 is the same price as the 9400GT and it's faster by a good amount, if you have more money to spend you could even get the HD 4670 which will run GTA4 on medium settings. The processor... ehhh they don't even sell those any more... You may be able to get an AMD 6000+ which is much better but I'm not sure how much more it would cost. You never said how good the power supply is, 230v is not what I need. Find the name and model of your Power Supply so I can help you a bit more.

The key to running GTA:IV successfully is having a decent processor, a quad at best if possible as it does in fact use all four cores.
