You can hear it in SA-MP , just go to WoS and do /weather 9 and /time 0 0 and go to around the ship that stands near Jizzy's club in San Fierro

OMG I dreamed about it :O I was near jizzy'S club after a party and i heard that song so I looked at the water and I saw a weird ship underwater xD thats weird

Well some peapole are saying its a myth in gta sa cuz some of them sole a ghost ship over SF waters.This will happen when its a foggy and with nigh.As like Stumpy said u can hear a good voice when u'r at Jezzy's club.It could be sound from the big boat wich u can see from Jezzy's club place.Or Maybe its a ghost ship :o :o :o :o

They added the sound of a fog horn because there is a giant container ship right there in the bay. There is no weird explanation or anything, they just added it to create ambiance.
