I just searched that up on youtube. And all that came up were Things for Gta IV. Do you just do the same thing for it on SA?

FPS is how many Frames are being processed per second. Most stuff on the TV is 25 FPS.
Lag is an internet term, but usually stands for your millisecond connection to the server, the time it takes for you to send and recieve packets which contain bytes of information each from the server in milliseconds.

Latency or ping, both are slightly different.
Also J-Dizzle why did you need to watch a video for that? I thought changing video settings in any game to improve performance was common sense..
