This is i guess a suggestion mostly for mods but i wanted to make alerts so people would know what to post before it's too late.  like locking or removing a post. if a post is about to be locked a message will appear at the top of the page "in this time ___ this message will be locked or removed, please modify and/or reply before said date/time."
that is IF that mod wishes to place the warning.    it is just a suggestion so if say a person had info to help a person who needed it and a mod thought the post was outdated.
 

He's saying, that if someone posts an advertisement for example, somewhere, the mod/admin of that part of the forum will issue a warning, and it will show up saying" this time this message "www.entersitenamehere" will be locked or removed, please modify and/or reply before said date/time "

and basically the user will have to either edit the post, or the post will be deleted.

Users are not encouraged to break the rules at all, as you may read in the Terms of Service it's actually against the Terms of Service to break the rules.
