No, that is due to Dial up, 56kbps is the advertised speed, your most likely getting 5kbps, the standard kbps needed for online gaming is 100kbps.

I have a question for you. Is it possible that in the future the server is moving back to a dedicated host in the UK?

We have nothing to complain about concerning the ping - Do we really care about a whole second lag? No is your answer.
