Raising got banned though after some time for something? Administrators can already view through masks.
Also having the ID renders the mask idea pointless...? Not to mention it's not possible anyway.

He's saying that giving people back the amount of money they paid is a good idea, which it isn't. It'll just cause a huge amount of house swapping, so it'll become even harder for people to get the houses they want.
