Its a bug, yesterday all the bots (the2wheeler, helpbot, cabbehdriver etc.) weren't in the server.
a script in WoS made the id of helpbot (between 1 and 10) say those texts above their head.
so the one with the helpbot ID was saying all the text helpbot should say, but in the chat it just said helpbot

Hope this helped you, and I hope this will get fixed soon. (maybe a check if that ID is called [helpbot] ;) )
