Make sure that you setup your graphics card correctly when installing it into your PC. Make sure that you connected a working power supply connection to its input if needed (Which your card does appear to). If you fail to do so, you may have serious issues with the card functioning correctly.

Your image file for all car textures can be found in your GTA: San Andreas installation under Data called "GTA3.img"

Honestly your current signature image is the best. It has alot of detail and the background is correctly format the game that the render you used is from. The image really symbolises the type of game that the render is from and it has a severe dark feeling from it. I like it, good job . About your new ones, I'm not particularly fond of any of them, however the second one is quite creative and looks well done.

That's probably the issue, once your drivers are fully installed and your registry information is updated by the installation software, you should be able to play without any more issues.
