Title: WOS: Utility job problems.

Yeh, sometimes you have to steal an vehicle, which is already stolen by another player (So you shoudl steal moving vehicle...). This is causing some trouble that who has the certain vehicle and who doesn't. I hope this issue will be fixed as soon as possible.
