k here i go
since i got win7, i have no san andreas User files folder, anyone help me please?

Hello Muki,
You most likely have the folder but you are not looking in the right documents folder. Search around more for it. Also see if compatibility mode is enabled for that folder as that can sometimes hide things from view.
-
Make sure you are running as an Administrator and you have "Hidden files enabled". Go to Folder Options and enable this feature if you havn't already.

i have looked through every damn folder in my computer, except the windows one, and i did enable compatibility mode where possible.

I had this exact problem on Windows XP and all I did was uninstall SA, then make a new Windows User account, and installed it on the new one.
It may or may not work the same way with Windows 7.
