Try reinstalling SAMP, if that doesnt work, try reinstalling whole GTA SA.

u have vorbis.dll but u haven't vorbisfile.dll. i attached it. it's vorbisfile.rep, rename it in .dll

Usualy in the folder where files go after you download them? Mine's Download folder in My Documents.
