Server has been turned online on SAMP 0.3c meaning you can download the new client on www.sa-mp.com (sry for advert if its not allowed to advert this site), as its already fully released.

bullshit. I just did the upgrade, I can't get on on either 0.3b OR 0.3c.

Just be patient and it will be back online again soon (I belive)
