This is what is confirmed in 1.0.

Achievments - Players will be able to earn achievments, based on the Xbox 360 Achievement System.
Skins - Players will be able to choose any skin they wish when they are registered, then they will auto-spawn with that skin.
Hours Addons - Players will be able to get new things as they gain more hours, this includes owning your own car.
New commands
Improved Stats system
Better preformance
Group chat - Invite people to your chat room and the maker of the room can kick and mute them if he does not like their behaviour, you can chat to people in the group you have been invited to by using /g <text>
New spawn selection screen
Improved Helpbot

But I have one question...  the hours won't be resteted right?

Why would something as unbelievably catastrophic like this happen?

There would be rioting and whoring to the max if hours got reset, I can tell that from a day of playing again.
