question about skins and colors

when/if i create a skin and add it, will everyone be able to see it or only me?if not, why would ppl bother creating skins?
and i would love to know the carcolor codes for purple(don't ask why) xD

When you make a skin, if you do, it will only be viewable by you and / or someone else who has it. The reason to create a skin is for personal use, to increase your enjoyment within San Andreas, or just for a stunt video, etc.

I regret to say i do not know the color code for purple.
