Yes it is down, you will not find any servers on Internet or Offical. The Sa-mp was attacked and other players computers too, like adminos one. He can give you some more informations about that.

Hello, at the moment I don't know whats recently happend with SA-MP, I do know that a man in control of a rumored 35,000 comprimised PHP webservers has been attacking people and SA-MP, along with other websites including Wikipedia. I don't know much more at the moment as my PC is offline due to an unknown problem and I have sent it in for repair, at this time I'm using my PS3 to access the internet. Hopefully I can find out more soon.

It was DDoS'ed like I explained in the post beforehand.
