Extra Info: In the 0.3 version there is a command called /velocity. I was just driving in San Fierro using /velocity y 3.  Try it in the server and see what it means. I don't have any hacks, i hate hackers, i reported a lot , almost all of them got banned/kicked. Please understand that it was an admin error and i'm waiting for my ban appeal to be accepted.
